Head Restraints

On my 350 are standard seats. Do the head restraints come out of the seat completely? Mine slide up and down on a chrome bar but there is a fair bit of resistance when I pull it all the way up like its not supposed to come out. I Don t want to yank it to hard if it's not supposed to come out (oo er)

I want to paint the metal plate under the head rest.
