floppy gearstick joint

Does anyone know why this joint is on the gearstick? It it floppy and allows the gearstick to spin, but I cannot see a point in it?
I noticed it before removing the gearbox, so would there be any problem with me welding it up to eliminate the play and stop the stick spinning?

It has a big lump of rubber in it to dampen vibrations from the engine/ transmission through the gearstick. It's normally bonded but will be dropping to bits by now allowing the stick to turn.
You could weld it up: watch for burning rubber and don't be surprised if you get vibration white finger afterwards
