Unknown switch 400SE

Hi another question from the most twp Wedge owner....
There's a circular switch under the dash, to the right of the steering column which "clicks" when operated back and forth.

Where's the fuse box on the 1989 400SE? Seem to recall the 350i had it's in the glove compartment

Wasn't that the joke about the Lucas lights on old British motorcycles: the switch had three positions... Dim, Flicker and Off mounted on the nearside suspension tower corroding.
