As far as I know all 400's were hotwire. However, looking at the pics that's a flapper system in the pics. i'd say there are 2 scenario's - 1. Someone has put a flapper lump (probably 3.5) in a 400 to replace the previous engine, or 2. Someone has changed the EFI on a 400 engine to the older flapper system. I can't see why anyone would do 2. though?

No some of the early 400SE were flappers, my old car was 1989 with a NCK engine and had the flapper EFi system fitted. I think that some of the cars we are seing are or have been, re-engined when the originals fail. 20-25 years down the road it is inevitable that some Range Rover motors are going to find their way into the cars. Nothing wrong with that, but if its a straight swop then the cams that were put in them were designed for a 2 ton car in the mud so the power and torque profiles wil be different I would have thought...
God you guys got me worried for a moment, been checking the paper work and looking at whats under the bonnet, its the original engine, the engine number is NCK218 is that correct for a 4ltr, the flapper is also stamped NCK218, its only had 1 owner between TVR and myself, so we know its original.
