Young drivers insurance

Sorry to bother you all with this one again - I think there was a thread on this subject a while ago.

I know of someone aged about 21 - 23 who is keen on Wedge ownership but may be put off by high insurance premiums. Who is best for insurance for younger drivers?

Are these cars insurable for anyone under 21?
