Veneer flaking off the window switch plate

What car you got?.
If it's a 350i then a brand new unused veneer plate just went on Ebay a day or two ago.
The leather centre pod cover is held on by two screws either side of the pod undo these and it should just lift off.
The veneer and metal backing plate is then held in place over the black painted metal switch mounting plate, like Ian says held on with anything that was to hand in the factory or to the previous owners - silicone, sellotape, pritt stick, velcro, chewing gum etc (or as on my old 350i blobs of hot glue gun adhesive.
The veneer switch panel can be refurbished but it will cost a few bob or alternatively you could go for carbon fibre panel, stainless steel or chip the veneer off and polish up the metal backing plate.
I have also seen a few DIY efforts where owners have covered the panel in the stickybacked film stuff that you get from max power advertisers - fake carbon, wood or stainless - it all depends how much loot you got to blow.
.....or you could have a go at re-veneering yourself, Dave Skelly just put together a good article on the Wedge site.

It would be worth adding which car and year you are refering to. They do differ quite a bit from model and year.
I have an 83 Tasmin. The small metal switch plate on the transmission tunnel is held in place by 2 nuts underneath, so you need to lift the whole centre panel to gain access.
