I dont think car would run at 575 rpm even if everything was ok
There is no leak at bypass screw, I will try to lower tickover by adjusting throttle stop screw as suggested This is how I got the intial tickover down from 1200 rpm with everything connected up
PS What is the suggested tickover speed for a 1991 400se normally

The final idle about 950 rpm (this does depend on cam but around this will be OK, but with the stepper tube blocked 575, but refer to the proceedure in previous post .

Tim 400se. I could only get the base idle down to 700rpm the car would not run below this. After connecting everything back and following your previous advice, resetting the ECU etc, etc, the tickover is now spot on at 950rpm. I have just returned after driving the car slowly for 10 miles and then giving it a bit of welly the car is fine no more problems with idleing. When stopped tickover is intially 1200rpm then after a few seconds back to 950rpm in fact im not used to it idleing at this speed I think it is going to stall but it does`nt as the stepper motor must kick in and holds the revs
Thanks for the help and advice much appreciated I will buy you a drink if we ever meet
