It is a Landrover / RR part.
It tells the ECU if the car is moving or near standstill.
When your foots off the gas pedal it then knows whether to support idle (supply fuel) or total fuel cutoff because you are decelerating. (hence less flames and pops on overrun than a flapper)
Idle speed is then controlled by the stepper motor.
For Hot wire info. its worth picking up a 1970 - 1992 RR manual - £2 on Ebay

Now this is a bit James Bond, but, you could fit an override switch so that you can either have, “Economy mode” 
(like hot wire) or, Pops, Bangs & flames mode 
like wot the flappers do! Though I bet it would always be in the same setting a bit like traction control on a hire car!
I don’t know if it would work but it sounds fun anyway
