"Overload" Washer - What does it do?

Any one know what the "overload" washer does on the trailing arm bushing? What is it protecting from overloading?

If it's the big washer on the opposite side of the pin to the trailing arm, it'll be to prevent the pin from coming out of the chassis when the bush disintegrates.
