Main beam and flash work, so do the bumper side lights, but no dipped beam from the pods. Fuses are ok. I think I located the dip beam relay, which has two simultaneous switched pins (87 + 87) rather than a changeover relay. I have 12volts on the other pin of this switched side, tried bridging it across and it still doesn't work. I then checked for continuity to earth from pins 87, but found none.I don't think its the switch, because that switches 12 volts on the other relay contacts. I can't see it being the earth though, because wouldn't that stop the main beam in the pod working?

You don't have two blown dip filaments do you?
If not, and seeing as your car appears to be a D reg it probably has similar wiring to my E reg 390SE and the circuitry is rather complicated.
Two relays do the bulk of the work: the Headlamp Control Relay which is the one fed by the diodes - your main and flash work so the diodes are probably OK - and the Dip/Main Relay which is the one that switches the power between filaments. That would be the likely suspect. For quick identification if you can access the back of the relay board (don't trust TVR's relay chart) it will have Blue/White as the coil feed, Blue/Red as dipped beam out and Blue/White as main beam out and probably a Blue/Yellow off the main beam out which goes to the Driving Lamps Control Relay.
I can send you an excerpted diagram of just the lighting circuit if that would help; I drew it by stripping half my car to bits. In total there are 8 relays just to control the lights!
