Have you checked that the 3 wires that connect to the back of the fuel gauge are connected correctly? If they are connected in the wrong order, you will experience problems just as you describe (I'm talking from experience).
Your sender could also be knackered however and its a common item not to be working on wedges.

Mine went doolally about a year ago - turned out that when it was first made, they didn't solder one of the connections inside. Over the years the bare copper wire oxidised, causing it to be intermittent.
I took it apart, soldered the joint, then put it together again. The hard bit is setting the needle to point to zero - you need to connect it to a dummy load. I ran the car with an ohmmeter on the sender unit for a while to find out the empty resistance, then used that to set up the gauge.
