can anyone tell me if the engine block and crank on a 400se are the same as a 4.0 range rover cheers

Largely, yes. As long as the Rangey motor dates from around the same time as the 400SE (ie an early 4L RR). Otherwise there were changes and you wouldn't be looking at a straight swap (at least not down at component level).

the 4.0 RR is a large Journal engine and is Cross bolted, and has the serp. front end and non dissy Camshaft.

the 400SE engine AFAIK is a re-bored 3.5
