little cylinder by fuel pump

on my 1988 tvr there was a little cylinder type thing with one wire in and one out with a connection to the pump or it might have been filter ( i actually cant remember ) Q : and you cant phone a friend what is this and why is it not in place on the 86 car, oh and while im on the subject for the million pounds why on the 86 car is there extra hose (i think fuel) attached to the fuel pressure regulator but not on the 88 car, its not really important but i thought id ask along with all my other questions.
