Light aircraft pilots use carb heat at low power settings to prevent the buildup of carb ice affecting engine performance.

Even on the ground on a sunny summer's day. You often find that by the time you've taxied from the apron to the runup bay and done the power check that the carb heat check reveals carb ice. Even at 20c OAT. Humidity is key, not OAT.

It's to prevent the throttle body icing up at cruise power, and the designers did not envisage the engine making increased power in a cramped GRP engine bay <----- therefore it is reasonable to conclude that the hotspot may not be necessary for TVRs.

As for improving cold drive ability, you'd need something that heated up immediately.
