Rumble strips on the M4

Anyone know why the rumble strip on the M4 just after junction 37 has been put down? It is on the inside lane only. I guess it is to keep truckers awake, but I've seen it freak out a few bikers before now.

I guessed that they're using them to trial different types, sizes, makes etc?
