Any tips on Rover V8 engine tuners?

I've used RPi quite a few times too. I can highly recommend them, they aren't cheap but are easily one of the best & very local to you.
There's always a few Ultimas there getting more power & although my Cobra hasn't been there itself, they know it very well, as for a time, I was there most weekends, picking up various bits & bobs for it in my Smart car.

I used RPI and found them very knowledgeable indeed.
I was going to pay thousands to put a new 4.6L engine in my Chimeara but they reckoned my existing 73,000 mile 4L was in pretty good shape. I spent 2K with them on various ECU, ignition and injection mods instead.
I recently put it on a dyno at ROAR 08 the Chimaera festival with a lot of other owners and the figures were 230hp at 5700 and 240 ft/llb of torque at 4,500. This was comparable to a 4.6L car in standard tune which produced 233 bhp at 5500 and 244 ft/llb torgue at 3000 rpm.
The torque being further up the rev range really makes a difference and supplies "seamless" power.
It is a very quick car now and runs very smoothly. It is quieter and even does more to the gallon when cruising

father in law does some work for them once in a while. not Norwich, but an hour or so away and they know their stuff. always some cool toys knocking around there

What upgrade are you looking for ?My engine has been rebuilt by V8Developments and I wholly recommend Ray/Rob/Shaun for any RV8 engine work.
Also in our region, Watton, you have Emerald, who do a really nice ECU which I installed into mine over last winter/spring. Can't recommend it enough for a TVR if you're looking to upgrade the existing set up.
My engine does run different injectors, 72mm throttle, stealth cam (V8D design) and i fully balanced etc running different fuel pressure and putting out 320bhp/340lbsft. There is more there if I want to start playing with other stuff. The Emerald install was the key to truly unlocking V8D's good work.
Also there's Scole Engineering who look after many of the TVR's locally and a whole range of other sports/racing cars. They should be able to give you expert advice.
If you're looking for tuning of the existing set up then it is restricted due to the nature of the Lucas ECU, but I have used Clive Athowe in Norwich, he also comes highly recommended.
