Mobile "Camera" on the A33 yesterday morning...

Driving the A33 between M4 and Basingstoke yesterday, there was a small van / estate car parked in a layby near the end of the dual carriageway section near the M4 end, next to the van was a camera of some description on a tripod facing the traffic... vehicle did have markings (not Police, possibly Highways Agency, although I am not sure)

Anyone know what this was?

Sounds like DVLA doing a RFL check, normally use Pious around here.
