M4 eastbound, 1.5 mile before J10, 8:30am 17th Jan

Was anyone in the area on the approach to J10 this morning... there was a white BMW (1 series IIRC) parked in lane 1 with the sole occupant on the LH side. A tailback of a couple of miles was stretching back behind.
It had some kind of decals on the side, that made me wonder if it was an electric car ... which itself might explain why the driver hadn't figured it would be a good idea to push it to the hard shoulder ...
Anyone get a clearer look?
