Could that be used as a defence in court if someone had genuinely been caught out by someone messing around with the signs?

I don't mean something obvious like the ones above but say a 40 and 30mph sign spun around.

Yep, first thing you should do if doing speed enforcement is check all the terminal signs where you will be. Someone told me the SCP carry cutters with them to make sure the signs are not covered by foiliage!!!!!!
