Bracknell road works - satisfy my curiosity

I travel through Bracknell on the way to work, and there is obviously a lot of road works / building works being carried out, but I am curious about one thing which is being done.
On the left hand side of the road near the roundabout shown below, they appear to be building a "mound" for want of a better word. Are they constructing some sort of overpass?

I can't see Waitrose pulling out, not after the huge chiller warehouses they've just built.

I would think the same. Waitrose have been putting lots of money into new buildings so wouldn't pull out of bracknell.

I suspect they have had a fault on the HT powerlines they buried there a few years ago. I think the pile of dirt is simple a neat pile of spoils from the large hole they have dug.
PS - I do not envisage Waitrose pulling out given the very recent and current building work that is taking place.
