1.8 Duratec won't rev on steep hills - Fuel cut off?

I have a C-Max 1.8 Petrol and had a strange experience on a 1 in 3 mountain pass the other day.
I stopped to let a car past, and I couldn't get going again. The engine was running, but just wouldn't rev much past tickover, so I couldn't get going again. I rolled back and took a run at it, but at this angle the revs died again.
I turned round (not wanting to be stranded up there) and tried to replicate the problem on slopes (albeit not as steep) and had no problems at all. The car is running fine and had half a tank of fuel.
I wondered if the car could have some emergency cut off that thinks 1 in 3 is an accident situation and cuts the fuel flow?
Otherwise, I'm puzzled!
