It could be the heater control valve.
On earlier models this is just behind the sound proofing below the wind screen. There are two rubber hoses going through the sound proofing that connect into a black plastic unit.
This might have stuck closed or very nearly closed.
To check, drive the car and get it warmed up, park and put the bonnet up. Set the temp control to about half way and go and listen to the controller. It should click every few seconds. If not its probably dead. they cost about £20 from motor factors.
