Ford OHV Cooling Fan Problem

Hi guys,
I have a 1993 Ford Escort with the 1.3 HCS engine. The problem I am having is that the radiator cooling fan is not cutting in. The temperature gauge reads quite high, but stops short of going into the red. The things I have checked/replaced are as follows:
1) The 30A fuse under the steering wheel.
2) The Thermostat.
3) Thermostatic fan switch (replaced twice).
4) The ignition relay ( which looked like it could have something to do with the cooling fan circuit on the diagram).
I have bridged the fan switch connector and the fan motor works.
If anyone can offer any help it is most welcome.
