REALLY stuck bolt

hi everyone, i am in the process of changing the centre section of my exhaust. i have come accross a bolt on the "flange" that is fully rusted into the bolt hole.

i have removed the nut from one side and grinded of the bolt head from the other side (thinking it would then come out).

this is the front view of the flange (red x is the stuck bolt)


this is the side view of the flange

this is what i have tried to remove it aswell as hammering it and using mole/vice grips, spraying with gt85, all the usual stuff

any help would be greatly appreiciated

Drill it out.

Try knocking it the other way? if not drill it out.

oxyacetalene torch?

Drill right through and use a nut and bolt.
