No, RS talk is just part of the Ford sub forum. It's not particularly active when compared to, for example, Passionford.

There's a dedicated Sapphire Cosworth section on the RSOC forum - http://bbs.rsownersclub.co.uk/smile

Most Sierra Cosworth owners are on http://www.passionford.com
Its a huge site & has its own Sierra RS Cosworth section. The RSOC is much smaller & few use it. Escort Cosworth forum is really for Escorts.
Welcome back to the Cossie fold whats your aim for the Saff you buy.

As Rod has said already, passionford is the biggest resource, nothing wrong with the RSOC but PF is alot bigger.
I hope it's a RWD sapphire your buying ;-) Escort forum is good if it's a 4x4 saph as there's a lot of transmission specific discussions on there as it's the same as a saph 4x4.
