Mondeo TDI power steering noise

I have a 2005 Mondeo TDI 2.2 with 60,000 miles. The power steering makes a moaning/whining noise shortly after first start then goes a bit quieter after a few miles of use. The steering feels fine at all times. The fluid seems fine and all the drive belts for the pump seem nearly new and un damaged. Even the slightest movement of the steering wheel(even when stationary)produces the noise.
Can anyone suggest a sensible and cost effect way of narrowing down the problem and what I can then do to sort it without resorting to the dreaded garage repair bill.
