Crossflow sump

Hi does anyone know if you need to fit a cam chain tensioner to a duplex chain set up on a Ford crossflow 711m block
I have a double width tensioner pad from Burton power for some reason it seems to foul the inside of the sump (it can be trimed down by about 4/5mm ) and should still work okay but im not shure why should have modify the tensioner in the first place
Im told the sump is correct so whats the problem, also some engine builders say that you do not fit the tensioner to a duplex chain set up ?
One other question that i have is does anyone know what the the pressed steel (looks like a mini mudgard upside down) spot welded to the shallow end of the sump does is it some sort of baffel? cant to see what it does myself
This engine is going back in my Fisher Fury after a complete rebuild (killed it at Bedford Autodrome) so any help would be great
