one sided steering

Just stripped my Cortina's power steering rack to change leaking seals, but now when I start the engine the steering wheel slams over to the left. I pulled it all out and checked the valve spool, seemed jammed? Freed it up then re assembled, but the same happens. Pipe work seems all to be on correctly and it's hard to get wrong with different sized threads anyway. Anyone else had this problem and solved it in the past?

Had this on a Granada years ago memory's a bit vague now but I'm sure there was a jammed one way valve that caused it
