Focus II 57 reg oil/PCV/cat/some going on?!

Hey everyone,
Hoping someone can help with this problem on the father in laws 57 plate 1.8 petrol focus!
It shows a P0420 fault - cat is under performing basically couple with EML..
There seems to be oil loss, enough to be concerned about. Where this is being lost I couldn't guess.
It seems to run fine and there is no smoke (Blue/Black) out of the exhaust.
There is water condensation coming from exhaust which when revved blows out black water on hand but I think this is more soot and water than oil.
I am lead to believe it maybe a PCV or one of the O2 sensors?!
Does this sound right?
I thought the PCV valve was under exhaust manifold but seems not to be! So it it under inlet manifold?
Anyone have any pics?
It does now and then fail to start on first turn of key too
I also found what looks like a breather to be detached. It comes from what looks like top of firewall drivers side under window screen and hangs down firewall about 20/25cms. Will try and upload pic
Any help or info would be awesome!
