Ford focus alternator problem?

Hi i have a 2007 2.0 tdci focus titanium and when i have the lights on in the dark i keep getting pulsing of the headlights. Also keep getting headlights blown and the 12v socket in the car has gone now possibly fuse though.

Have been told that it probably is the voltage regulator in the alternator and that i should change it. Does this sound right?

What other possible problems could it cause? Sometimes the car seems a bit limp in starting on cold days and it can be a chore trying to crank it over until it splutters into life.
