Fiesta Heater blows hot only

Recently, my fiesta (1.25zetec R reg) would only blow cold. The heater coolant valve was dead, so i replaced it. At the same time i also had to replace a coolant hose with a perished end, so drained and refilled system.
Now, the heater will only blow HOT!
The control has no effect on the temeprature, the valve is working, as i can hear it click in and out, but it does so every 3-4sec, regardless of the temperature dial setting!
IM beginning to suspect a fault in the control panel. Can anyone tell me exactly how the cooling and heating system works (i only know the fundamentals), and if possible information on the timing of the control pulses from the heater control to the valve? Im not much of a mechanic, but im an electronics engineer by trade, so if the controller is at fault and i can get it open i should be able to fix it if i can establish how it works!
extra info - filled with new coolant, temp gauge goes to 1/3rd into normal section, no evidence of overheating noticed.
