mk2 1.8 zetec cambelt replaced, now a ticking noise

I've just had the cambelt on my 2000 mk2 mondeo 1.8 zetec replaced, covered about 2-300 miles since. There was a slight ticking that was evident but as I used the car today it became a lot more prominent. After a quick interrogation under the bonnet (including breaking the top plastic cambelt cover, so if anyone has one they would like to sell me that would be good) it appears that the tensioner below the inlet cam is moving along the bolt itself. Is this correct or should the bolt be tight to the pulley such that it can't slide along it? Not entirely sure if this the issue as cant pin-point the source of the noise exactly but is that side of the engine and engine speed related. Any help would be appreciated, thanks.
