04 Mondeo turbo problem

Hello,
I have an 53 plate 04 Mondeo TDCI (130bhp), 61k miles, that would occassionally suffer from the glowplugs flashing with a subsequent loss in power to the engine (about 50% of the power is gone - I could still hit 70-80, but that was about it).
Finding somewhere to park up before turning the ignition off and then on again would fix it.
I took it to a main dealer garage where I get it serviced and they plugged in their diagnostic whatchamacallit and it spat out the following:
Powertrain Control Module
Description - P132A
Turbocharger/Supercharger Boost Control A Electrical Fault reported by the REA
This DTC may be caused by:
Rotary Electric Actuator
Renew the following:
Variable Geometry Turbocharger
The garage will only repair this by replacing the turbo (for £1400), despite admitting that the part that needs fixing is the electronic module that controls the turbo, since the two items are linked via model number.
He suggested I take it to a turbo specialist in order to repair the 'Rotary Electric Actuator'.
Does anyone have any thoughts or expertise on this issue?
Or recommend any turbo specialists in the North West London / Uxbridge / Gerrards Cross area?
