Mk2 Focus - holes in footwell carpet?

Hi All
We've just picked up a 57 plate Focus Zetec and noticed in the front footwells in front of the seats there are two cut outs in the carpet on each side about 2" in size. They look "standard" as the cut is H shaped to act as a flap and underneath are T shaped slots cut into the front seat crossmember, anyone got any ideas what these are for?!
My best guess at the moment is floor mat retaining slots but it seems a bit of a crude solution, and looking at the official Ford mats they dont seem to have any T shaped straps that would fit into the holes on the crossmember so not sure.
