'On Retention' TVR number plates

What exactly does 'On Retention' mean when a TVR numberplate is for sale? Does it mean that, even though you pay the money, the number still isnt yours, is it like what freehold is to leasehold, or something completely different?? I ask because I may want a TVR plate one day.

it means that the number isnt on any vehicle at the moment but is on retention ready to be applied to a vehicle.


i.e you can buy a number and place it on retention until you need it. then transfer it onto your car.
