Yes it's possible to do the outriggers without lifting the body but there is a trick to getting the weld all round without either missing parts or cutting through the floor!! Personally I think it's a job better left to people who've done a few.
Fitted cost usually is about £1500 + VAT
In the North I'd recommend you went to X-Works or TrackvRoad but not sure in teh South

Repaired mine last year by lifting the body (will lift about 3"), while not ideal this gives reasonable access but far less to disconnect than a total body off, and far less equipment, space, time etc. required.
Its always going to be a how much time/money you got thing? Turned mine around in a week, biggest hold up is waiting for paint to dry and cost was minimal but lot of labour involved so not cheap at a garage.
Are you looking to DIY or take to a garage?
Outriggers are a pretty basic item, easy enough to fabricate from a bit of tube and plate, or repair if rot is not too bad.

David Gerald is offerring a complete outrigger replacement for £1650 inclusive

They have a good reputation from notes on here so might be worth having a chat with them. As everyone has said it is worth a long trip for a decent job on something as major as outrigger replacement given the cost and how long you would expect them to last.
