What exactly isn't happeneing?
The fans work in sequence, so at 95 degrees (approximate, as these are TVRs after all
) drivers side comes on (RHD car) and then at around 98 degrees the second fan comes on. If you cooling system is OK then the second would only normally come on when ambient tempertaure is warm as the first draws enough air in cool conditions.
Most likely problem is the connectors. These are down by the bottom of the fans (one per fan) and get wet and corrode/oxidise. You can try diconnecting/reconnecting but the only sure method is to replace them (worth doing anyway).
If it isn't those then you are into temp sensors, but my money is on the connectors - been there, got the tee shirt.

hi john the fans are not coming on and water is escaping through filler cap it has been back to dealer only six weeks ago with same problem and supposed change of temp sensor switch , i have just gave the fan connectors a clean up checked the fuses but a little nervous to try again in case i cause to much damage. cheers leon .
Well that is the classic symptom for an air lock in your water system.
Water isn't passing over your temp sensor so the fans aren't coming on and the water which is in your engine is boiling because it isn't circulating through the system because of the air lock.
Its worth a search in the model specific forum on how to bleed the water system.

Agree it sounds like an air-lock. To check the fans (operation), remove main bonnet, remove both sections of air-box and you should be able to see the plug for the ecu coolant sensor between #3 and 4 throttle bodies. If you unplug the connector with the engine running, both rad' fans should come on. If they do, you have proved the fan electrics.
Now, the best way to bleed air from the coolant system is to run the engine until the t'stat opens ...you will feel big hose on driver's side to radiator get hot. ALSO have car elevated at front. Then slacken the bleed on the top of radiator (pass. side - plastic 17mm nut) and allow any air to be expelled. Once coolant is present, nip said nut up again. Re-check coolant level all the while and add as required. The real test is that you should only ever have to add less than 1/2 litre to get the level to change in the expansion tank - level at weld on filler neck.
