Aircon flap thingy explanation

So the aircon in my mk2 Tuscan has never been working, not really bothered me but it's time I got it sorted.
It's been checked over today and definitely has gas, and you cab hear the compressor clicking in when the button is pressed.
So can anyone give me a run through of how/what the flap setting thingy does and whether it could be the cause as to having no cold air? I'm also going to re-seal the dash intake/outlet pipes as I'm aware that these might not be sealing v.well.
Anything else I can try/look at?

If it's the same system as the T350, the 'flap zero' setting adjusts the separation of the hot / cold air feed into the cabin.
If it's not set properly you get a mixture of hot and cold air regardless of what you set the dial to.
Its definitely the first place to start: the usual way to do it is to start the fan and set it to full cold and then adjust the setting until no air comes out of the vents in the top of the dash.
