Nice idea thanks, but Dremel isn't much use, too small, not enough power, and cut depth is too shallow and orientation of the cut to the driven wheel means access is also compromised.
I have one and the biggest cutting wheel is still too small and can't get in there, even if I could get a bigger wheel the Dremel is too long to get in there.

4" Grinder with a 1mm cutting wheel??
Or a nut splitter.

I once used this to cut a cavalier SRI door hinge off to re-weld when a replacement door wouldn't quite fit. Good bit of kit if you have a compressor.

4" Grinder won't get in there, got one tried it.
Nut splitter not really much use, the nut comes off easily, its the bolt that is seized in situ.
Elbow greased hack saw would take too long as you cant get any downward cutting pressure due to poor access.

looks like it should fit in the confined space, just hope the blades are upto cutting through the bolt and sleeve.

If the work piece is rigid, i.e. doesn't vibrate, then a Fein Multimaster with appropriate blade would probably do the job well. There are also other types on the market from Bosch and the like.
I use one for work and it's a fantastic bit of kit.

I hadn't thought of one of those.
Do you think it would cut through steel suspension bolts, about 15mm diameter.
Which attachment would do that ?
I've done that job and the tool you need is as already offered the 4" angle grinder. You may need to remove the guard.
The air recip saw is not powerful enough.
The vibrating multitools do not have hard enough blades bearing in mind the bolt will be high tensile.
A Sabre saw is the only other possibility using a bi-metal blade.

ETA. You don't need to cut all the way through in one hit. Make your first cut then rotate the bolt.

I guess you've had the same problem to deal with then.
Looking forward to getting fronts in the air to see what chalenges they present me with.
