Chassis refurb time?

Just been under my Tamora whilst it was up on a four post lift to have the rear geometry adjusters removed/replaced.
There is a fair bit of flaking of powder coat, and surface rust on show; 8 years and 75k miles have taken its toll I guess.
I apologies for a stupid set of questions, but I guess that when it comes to this stuff I am simply stupid!
I know that the rot needs to be removed as early as possible, before it gets a real hold, so my assumption is that this winter I need to get the chassis sandblasted and then prepared properly and re-powder coated. The stupid question is, is there an optimum time to get it done other than as soon as you see it? I.e. as I need a shed-load of work done is it worth waiting until next winter rather than this one?
Or, as I think, a stitch in time saves nine and get it before it goes beyond surface rust?
Second question - not so stupid - to whom should I entrust the work? Preferably in the South.

If you can afford to do the body off this Winter, then it's a good time to do it.
