If they were really any good then they would already be fitted to cars by the manufacturers who spend millions for any slight improvement in performance or economy. The website you linked to has a remarkable lack of scientific testing. Why not before and after rolling road figures; should be easy to do.
If the catylsation worked that well then why do Shell, BP Texaco etc need massive multi billion pound distillation plants to achieve the same fuel grade.
The very small section about "cracking the long chain molecules" shows a total lack of understanding of octane rating. Pure Octane is a straight chain of 8 carbon atoms - with hydrogen on the other bonds. This has an octane rating (RON) of 50. For higher octane ratings you need multi-branched hydorcarbons, not shorter chains. If you crack octane in half you get (roughly) two molecules of butane. The gas you get in the blue canisters for camping. That is going to detonate even earlier.
Frankly I think the whole think is psuedo scientific bull
designed to wring money out of complete mugs.
Save your money - don't bother.
