"small electronic device" = resistor which makes the car richen the fuel mixture.

Don't know if they work but thats all they do, richen the mixture making the car burn more petrol.

don't even think about these.
We tested this and it causes all manner of running problems. It works by fooling the ECU into thinking the car is running cold and therefor compensates with more fuel as on a cold start, not good for any engine.
