your car not registered at your own address

with the london congestion charge around the corner, i keep reading in the press that x% are not registered at the correct address. So does this mean that they have no tax or insurance either? i mean the documents have to have your address on them or can you legally drive but have a bogus address. anyone......

Im sure that some of them are intentionally bogus, but I would expect that the majority are the result of people simply failing to update their address details when they move...
