Door catch not catching.

Can anyone help me with this?

It doesn't look like the two holes in the catch do anything, and the allen bolts in the side of the door look too far away to do anything.
Is it accessed from inside the door? In which case I assume it is a case of removing the trim from the 3 allen bolts under the door adn then tightening the catch from the inside.
If anyone has done this, any help appreciated, before I get the spanners out.
