I've heard it but what why does it do that and what does it mean?

Over Run means releasing the throttle (accelerator) while travelling at speed and using the momentum of the car to push it forward against the braking down effect of the engine. In highly tuned cars the unburned fuel caused by the sudden shut down in throttle gets ignited by the heat of the exhaust and makes that (to some) fabulous pop and bang as the car's revs decline.
