The Tuscan has a high HC reading on one exhaust - the other is normal. This is with new cats fitted. Could this be a failure in the ignition system? I have noticed an occasional missfire around 5000-5500 rpm, perhaps the same issue?

Get hold of one of those lazer temp guns (about £25) - and aim it as the exhaust pipes in turn .. any mis fires will show up as cooler than the rest !

Sounds like a Lambda sensor to me...
They have a direct influence on the mixture of the car. If one is not performing well then the info it sends to the ecu will be incorrect and the ecu will adjust the mixture to what info it is receiving.
Get them checked on a diagnostic machine which will pinpoint the offending item..
