Best not to confuse matters with the fact that expensive water injection does work, though this isn't it, and its not used for the same reasons.

It seperates water H2O into steam H2O, that really is clever!

Not a scam in as much as the technology works but it produces immense amounts of heat and not much power as I understand it. So the technique is probably better suited to being the power source for a stream powered vehicle rather than an ic engine.
