I think we need a bit more background to the question, like where did you find it, and why do you want another one. And yes it is definately a fuse holder...............with about 3 million applications.

It is, it's an Anderson connector. Used on the battery jump start point.

It's an anderson connector with an optional rubber/plastic cable sheath.
A few people have added the sheath to the andersons on their cars to try and over come the fire issues which can occur when the tops of the cables become corroded and break off the anderson thus possibly leaving a live connection very close to the chassis(-ne) which can then cause a fire.
I have sealed the top of my connector with sealent but it should be a check that is carried out at every service.
If your after the sheath or connector just search on ebay or google, plenty of sellers around.
