How can i fix this?Who would i take it to to sort it out? I'm unsure who would offer this kind of service.

Maybe you need someone who does brake discs?
Seriously, looks like new discs to me.

A decent garage will be able to take the calipers off, clean them up and paint them. Some garages might be tempted to paint in situ but a good one will take them off and sort them out. Discs can be cleaned up and painted or install new ones. New discs won’t take paint well but you can get some pre-painted or with anti corrosion coatings. I have Pagid discs on that have an anti corrosion coating.

The discs look quite lost as well.

Maybe a different style wheel so you can't see them.

What are you trying to fix? I mean, do you think you have a mechanical problem, or just that they are not very pretty?

It’s looks like that cars been at the polish / any European car was too much, they tend to use acid that makes the wheel nuts and brake parts rusty very quickly, happened to my brand new 3 series a few years ago, 2nd day in i was gutted, you could smell the burning and they left it on ages, looked like those a few months later
