If the tyres are overinflated, that would impact ride quality.

Check there is no play between the passenger seat and the shell. It may be the seat runners are worn or simply not bolted down properly.

Wheel size v. tyre wall ratio?

"stylish" narrow-wall tyres have a stiff walls an give a hrad ride.

Could be many things, doubt it's the tyres unless v old. Worth looking @ the shocks.

Loose seat should be an MOT fail, anyway.

I wondered that, but then noticed it's on fairly tall tyres. Chavving-up would probably start with rims.
